Add Workflow Group option to New User Account Workflow

When receiving New Account requests in Workflow, we do not currently have the option to add the user to a Workflow Group. This entails, completing the workflow request and then going into Workflow User Role to add that particular user to a Workflow Group.
If we had the option to add the user to a Workflow Group in the New Account request it would reduce the time and allow us to close the workflow with a comment confirming this was completed.
We often forget to take this extra step for our Village Administrators or Department Administrators who need to be added to Workflow Groups so that their peers can view their workflow requests while on RnR
