System administrator to be able to configure the security functionality for the differnt levels being reader, sub editor, editor.

End goal is to remove the creation/add new CCP option for all levels of security besides system administrator.

Our issue is the creation of data is extremely hard to manage and this suggestion would allow sytem administrators to become the gate keeper of system data creation.
